E-Mark (Lighting)
The government has extensively described the current rules regarding the so-called "E"-mark. In short, lighting / spotlights with an E-mark are approved and allowed to be used on public roads.
Lighting / spotlights without the E-mark may only be used offroad or on private property. On your own land, for example, there is no problem.
Lighting with an E-mark can be used on public roads. However, if you have, for example, an LED bar (spotlight) with an E-mark, you may only use it outside built-up areas. You are also not allowed to use your regular high beams within built-up areas.
If you have a spotlight without an E-mark, it can still be on your car, provided it is controlled by a separate switch to turn it on. You are not allowed to operate this LED bar using the switch for your regular high beams. A non-E-approved LED bar is not allowed on public roads.

CE Mark
The European Union has established various directives, including for consumer products. These directives must be incorporated by member states into national legislation. Products that meet these EU directives are marked with the CE mark.
The meaning of the CE mark: “This product complies with the law”. For products for which there is an EU directive under the “New Approach”, the CE mark is mandatory. With the CE mark, the manufacturer indicates that the product meets the requirements of safety, health, environment, and consumer protection as stipulated in the relevant EU directives. Products without a CE mark may not be traded in the European market, even if they meet the requirements. Products made outside the EU must also have a CE mark before being admitted to the European market. The CE mark is essentially a kind of passport to enter the market.
Reference Numbers (Lighting)
The reference number - also called the reference value - is a value related to spotlights. According to the ECE regulation in force since 2009, the sum of the reference numbers of the headlights per vehicle must not exceed 100. This includes both values of the standard high beams (left and right headlights) as well as the values of any extra-mounted spotlights.
According to ECE rule 48, a maximum of 4 extra lights can be used, where the sum of the reference numbers of the spotlights + the headlights does not exceed 100. By properly switching the lights on and off, you can ensure compliance with the regulations.
Bullbars
What is a bullbar and can I have a bullbar on my (commercial) vehicle?
A bullbar is a construction of round tubes at the front of a vehicle. The bullbar is intended to protect in the event of a collision with an object. You can only have a bullbar on your new vehicle if it has an EC type approval mark that corresponds to the type of vehicle. This rule applies to vehicles with a maximum permissible mass of up to 3500 kg.
Bullbar on Older Vehicles
If your vehicle is from before January 1, 2009, you do not need an EC type approval mark to have a bullbar on your vehicle. However, it is important that the bullbar does not have any sharp parts that could cause injury to other road users in the event of a collision.

Factsheet Spotlights
LED Lamps: Almost all LED lamps have a so-called breather, which is a membrane that prevents moisture from entering the lamp but allows it to escape. It may look like a small round mesh, sometimes like a round metal cap with one or more small holes, sometimes like a round plastic ring with a screw, but it can also look like a plastic cap (with the membrane underneath).
Some moisture may occur during production. Sometimes this is visible, but with regular use, it will gradually disappear through the membrane. It is very important that the lamps, especially at the beginning, are used frequently to allow the moisture to evaporate.
LED/Halogen Lamps: Moisture can sometimes be present in both halogen and LED lamps. If the lamps are used properly, they will warm up from the inside and the moisture will disappear through the membrane. Sometimes proper use of the lamps is sufficient, but if the membrane is dirty and blocked, clean it very carefully with a damp cloth.
Halogen lamps usually have openings around the bulb, etc., allowing moisture to escape.
Connectors: If the lamps are supplied with a cable and connector, they must be connected with the connector to ensure a waterproof connection. Cutting off the connector voids the warranty.
For all lamps, they should be connected immediately during installation. Loose cables without connectors can cause (moisture) issues.
Cleaning: Use a soft, damp cloth and a mild cleaning agent. Never clean the lenses with a microfiber cloth or aggressive cleaning agents as this can cause damage.
Labels: Removing the original labels attached to the cables will void the warranty, so do not remove them.
Painting: Do not paint the lamp housing. Chemicals in solvents, degreasers, paints, and possible drying temperatures can negatively affect the seal of the lamp.
If the housing is sprayed, the warranty is void.
